What compare mode is for

Stop looking at one state in isolation.

Signals vs casesWho has volume, and who turns visibility into identified cases.
Pressure vs fundingWhich states carry high environmental pressure with thin long-term support.
Type breakdownSex, labor, and other reporting mix side by side.
Zone implicationWhere the Nine Zones diagnosis shifts between states.
Image-led sections

A lot more visual storytelling. Finally.

Operations center with dashboards and maps
Coordination is infrastructureThe map is not just about people in crisis. It is about whether the organizations around them can move as one system.

Use case

Funders and state leaders can actually compare ecosystems now.

Mentorship and supportive listening in a community space

Trusted support matters

Mentorship, advocacy, and case continuity are usually the difference between connection and collapse.

Hand holding a house key in a new apartment

Housing is not a footnote

The H-zone lives or dies on stable housing pathways. Emergency shelter is not the same thing.

Hands stacked together symbolizing community support

Restoration is collective

Services in isolation do not produce freedom. Coordinated ecosystems do.

Different graph types

More chart variety, still controlled.

Visual lab

Four views, one argument.

Fragmented data hides drop-off, missing zones stall movement, and environmental pressure caps restoration.

A simple visual drop-off tells the story fast: the public pipeline gets thinner at every handoff.

State map tie-in

Use compare mode, then sanity check the pattern with the charts.

That rhythm works: compare states, then scan the funnel, type mix, and zone imbalance.

She had housing. She had a case manager. She had legal support. She was still stuck, and no one could explain why.

The real failure: services existed, but the system logic did not. That is exactly what the Nine Zones make visible.

Seven federal systems · zero shared data

None of these systems share data with each other. The same survivor may appear in NCMEC, the hotline, OVC services, and BJS prosecution records as four separate data points — never connected, never counted as one person moving through a system.

NHTH HotlineReported signals. Reflects reporting infrastructure, not prevalence. Does not connect to any other system.
NCMEC Missing Children29,568 missing child cases in 2024. An estimated 1 in 7 were likely trafficking victims — often already counted separately in hotline data.
FBI UCR/NIBRSOnly 3,224 incidents reported by state law enforcement in 2023 — reflects what agencies code as trafficking, not actual incidents.
DOJ Federal Prosecution2,329 persons referred to U.S. attorneys in FY2023. Federal cases only — state prosecutions tracked separately by each state.
DOJ OVC Grantees10,505 survivors served per quarter by 288 grantee organizations. Excludes services outside OVC funding.
HHS Case Management823 domestic victims served in FY2023 across 8 states. Excludes survivors served by non-HHS-funded organizations.
NCMEC CyberTipline20.5M reports of suspected child sexual exploitation in 2024. Child sex trafficking reports up 55% year over year.
The gap: a conservative, cross-source estimate suggests 35,000–50,000 unique individuals entered the trafficking restoration ecosystem in the U.S. in 2024 — appearing in different databases, tracked by different agencies, connected by none. (Derived estimate from NHTH, NCMEC, and HHS/OVC federal data — not a single-source figure.)

Environmental Risk Layer™

Services alone do not equal restoration if the environment still produces risk.

Examples of active pressureHousing instability, homelessness, unsafe placement, abuse, substance exposure, family disruption, or community violence.
Legal and identity vulnerabilityUndocumented status, immigration insecurity, unsafe labor conditions, lack of documents, or fear of reporting.
Continuity failuresRepeated foster placements, no trusted adult, school disconnection, weak transportation, or no community support.
Common questions

What this map is, and is not.

Is this a prevalence ranking?

No. Higher signal volume reflects reporting infrastructure and awareness as much as exploitation. Treat it as a system visibility tool.

What does compare mode show?

Two states side by side: signals, cases, victims, environmental pressure, federal H-zone funding, and quick interpretation.

Does it assess individuals?

Never. Every reading is about organizational and system capacity, not a person or a case.

Can it scale beyond one state?

Yes. The same framework applies to an individual, an organization, a community, a state, or the nation.
